The State of Israel was almost extinguished at birth when invaded by all neighboring Arab countries, with only its Western boundary of the Mediterranean Sea free from threat.

Even though it was soon established as a strong local power, Israel still feared division of precious assets by battle on several fronts – a dangerous and difficult situation witnessed when Egypt and Syria launched simultaneous offensives that sparked the 1973 Yom Kippur War.

Peace with Egypt and Jordan rendered exact repetition of this scenario moot, although now looming is a new specter of a multi-front war involving attack from several directions by Iran, Hezbollah, Hamas and other armed groups. The IDF prepared for such a contingency during the challenging recent “Firm Hand” exercise. Is Israel ready to confront this threat?

Earlier this month, a huge dam on the Dnipro River, in the Kherson region occupied by Russian forces in South-Eastern Ukraine, was blown up, flooding vast areas. Each side in the war predictably blamed the other, but the weight of motive and opportunity pointed to Russia, as it was in the process of hampering the imminent Ukrainian counteroffensive.

While not unprecedented, such acts in war are rare, in modern times. Are they effective? Moral? Legal - could their perpetrators be tried as war criminals? And considering all of the above, is the threat of going to such extremes credible as a deterrent against a comparable act, such as the use of Weapons of Mass Destruction?

This is an issue of universal implications, but it has a specific relevance to the Middle East, with its dams over the Nile, the Euphrates and the Tigris, along with other rivers and waterways. Should policymakers and planners in the region be concerned, lest someone, perhaps a terror group rather than a nation-state, try to emulate the Dnipro sabotage?

The fundamental source of conflict in this new world will not be primarily ideological or primarily economic. Rather, as Samuel Huntington asserted in his book Clash of civilizations, “The great divisions among humankind and the dominating source of conflict will be cultural. Nation-states will remain the most powerful actors in world affairs, but the principal conflicts of global politics will occur between nations and groups of different civilizations.” Moreover, “the clash of civilizations will dominate global politics. The fault lines between civilizations will be the battle lines of the future.”

Twenty-seven years after this hypothesis was initially published, one may evaluate whether the world at large, and Europe in particular, is indeed embroiled in a clash of civilizations – as this view (which carries with it far-reaching ramifications) is increasingly adopted by global political and military leaders.

One motive of Russian President Vladimir Putin for his invasion of Ukraine has been Kiev’s wish to join NATO and place itself under its collective security umbrella. In a race of who would preempt whom, Putin beat Ukrainian President Volodymyr Zelenskyy only to be bogged down in a war of attrition.

The problem now is that there seems to be no possible compromise between the two positions. It’s either Ukraine in NATO, in which case the Alliance borders Russia in yet another painful place, or not; as well as determination as to sovereignty over Crimea, Donbass and other disputed territories.

A diplomatic effort now underway involves ex-NATO Secretary General Anders Fogh Rasmussen and Head of the Office of the President of Ukraine Andriy Yermak that is seemingly backed by French President Emmanuel Macron. They refer to the initiative as “the Israeli model” - security guarantees short of a Defense Treaty (which requires domestic legislation) or Alliance membership (requiring consensus).

How feasible is such a formula?

What are the lessons learned from the Israeli experience - of having tried multiple approaches to France, the United States and NATO since the 1950’s but making do with declarations of “iron-clad commitments?"

Can this be a serious yet also face-saving proposal which will help end the war?

US Secretary of State Antony Blinken visited Saudi Arabia last week for three declared reasons: to make sure the anti-Islamic State coalition maintains its important function, confer with the Gulf Cooperation Council and to improve bilateral ties between Washington and Riyadh.

Immediately prior to the summit, the top White House diplomat delivered an address to the American Israel Public Affairs Committee (AIPAC) lobby group in which he indicated the possibility of further steps toward Saudi-Israeli normalization, while cautioning certain conditions must be met before realization of this long-expected development.

Blinken’s visit was also held against the backdrop of diplomatic and commercial American competition with Russia and especially China. Though the administration of US President Joe Biden has vowed there will not be a vacuum in the Mideast due to a shift of its top priorities elsewhere, Beijing seems to have already taken advantage of the perceived regional readjustment of American attention.

International Atomic Energy Agency (IAEA) leaders, if not necessarily its member states, have in recent weeks adopted a conciliatory tone in public approach toward Iran.

IAEA Director General Dr. Rafael Grossi has been going out of his way to accept Iran’s explanations of suspicious military nuclear activities as “plausible.”

There is a questionable gap between Tehran's ongoing uranium enrichment vs. reactivation of international nuclear monitoring equipment – in which the host country is stalling rather than installing.

The United Nations nuclear watchdog organization seems to accept all excuses even though intelligence sources say enough fissile material as been stockpiled for the production of two nuclear bombs should the Islamic Republic so choose.
