Over time, the tides of progress shifted. The islands, though rich in soil and tradition, grew silent in the realm of agriculture. But the land has remained faithful. Its fertile soil sleeps beneath mist and memory, ready once again to bear fruit, not just for survival, but for prosperity.

Today, the time has come to rekindle that legacy and crown Ferguson and Normanby The Islands of Garden, a proposal to transform their historical role into a strategic engine for modern economic growth.

The Anere Institute of International Studies (AiiS) stands as a testament to a grand vision: to evolve into a premier tertiary institution and a leading university in the Pacific region. This journey, a strategic and deliberate process, is currently unfolding in distinct, carefully planned phases, each building upon the success of the last to create a durable foundation for intellectual capital, financial sustainability, and practical expertise.

The first phase, known as the Transition-Mode, is currently underway through the dual-purpose enterprise of O'SIRI Consultancy and JOKIMA Fisheries. Far from a mere business venture, this phase is a direct and practical implementation of AiiS's academic mission. O'SIRI Consultancy serves as the intellectual and professional arm, providing high-level services in fields directly aligned with the future university's academic goals. By engaging in consultancy work in areas such as International Relations, Political Science, Business Accountancy, Business Administration, and Business Management, O'SIRI is actively attracting and developing talent, forging a crucial professional network, and accumulating the necessary academic and literature resources.

Complementing this is JOKIMA Fisheries, the business arm of the consultancy, which operates as a real-world laboratory for sustainable business practices. It serves as a tangible application of the academic principles taught and researched by the consultancy. JOKIMA Fisheries demonstrates how sound business administration and management can not only be profitable but also drive meaningful economic development and create positive community impact. The revenue it generates is a cornerstone of the long-term financial strategy, providing the essential support needed to expand the institute's resource base.

The successful navigation of this initial phase will lead directly into the establishment of the ANERE Endowment Centre for Peace and Conflict Resolution. This Centre is envisioned as the intellectual and moral heart of the institution, a hub for advanced research and dialogue on critical issues of peace and stability. In a region often grappling with conflict, from local land disputes to broader security concerns, the Centre will bring together a diverse group of scholars, policymakers, and community leaders. Its mission will be to collaborate on innovative peace-building initiatives and establish AiiS as a leading voice and trusted partner in the pursuit of a more just and peaceful society.

The culmination of this ambitious project is the third and final phase: the birth of SONOGA University. This institution will be the ultimate realization of the initial vision, founded on the principles, resources, and practical experiences cultivated throughout the preceding phases. SONOGA University will distinguish itself with a unique blend of rigorous academic theory and real-world application, a direct inheritance from the O'SIRI Consultancy and JOKIMA Fisheries. It will offer a comprehensive suite of undergraduate and postgraduate programs, producing a new generation of leaders and scholars who possess not only deep knowledge but also a profound understanding of the practical challenges facing Papua New Guinea and the broader international community. The journey from AiiS to SONOGA University is a powerful testament to a patient, strategic, and committed vision for a brighter future, built one foundational step at a time.

A biometric voting system could be a double-edged sword for Papua New Guinea's 2027 National General Elections. While it offers a powerful solution to many of the country's long-standing electoral problems, the practical and logistical challenges of implementing such a system are significant.

Arguments for a Biometric Voting System

• Combating Electoral Fraud: PNG has a well-documented history of electoral fraud, including multiple voting, impersonation, and the presence of "ghost voters" on the common roll. A biometric system would be the most effective tool to prevent these issues, ensuring a "one person, one vote" principle. By verifying each voter's unique identity, it would eliminate the possibility of a person voting more than once.
• Improving the Common Roll: The common roll is a critical weakness in PNG's electoral system, often being outdated and inaccurate. A nationwide biometric registration process would create a new, clean, and highly secure voter database. This would be a monumental step toward building a credible electoral foundation for all future elections.
• Increasing Credibility and Public Trust: A transparent and verifiable biometric system would dramatically increase public confidence in the electoral process. Knowing that the votes are being cast by legitimate, verified voters would lend greater legitimacy to the election results, which is essential for national stability.

Arguments Against a Biometric Voting System

• Logistical Challenges: This is perhaps the biggest hurdle. Papua New Guinea's unique geography—with its remote islands, rugged mountains, and lack of reliable infrastructure—makes a nationwide rollout incredibly difficult. Deploying and maintaining thousands of biometric scanners, and providing technical support to every polling station, would be a logistical nightmare.
• Cost and Funding: The cost of such a system would be immense. It would involve purchasing expensive hardware, developing a secure software system, and conducting a massive nationwide registration drive. This would require a significant portion of the national budget, and it is uncertain if the funds and political will are available to support such a large-scale project.
• Infrastructure and Power Supply: Many polling stations, particularly in rural and remote areas, lack a reliable power supply. The biometric scanners, tablets, and other equipment would require a consistent source of power. Relying on batteries and generators would introduce another layer of logistical complexity and potential failure points.
• Technical Literacy and Training: Election officials in rural areas may lack the technical expertise to operate and troubleshoot the biometric equipment. Extensive training would be required, and even then, technical glitches could cause delays and frustration, potentially disenfranchising voters.
• Time Constraints: Given that the 2027 elections are fast approaching, there may not be enough time to properly plan, procure, test, and implement a biometric system on a national scale. Rushing the process could lead to catastrophic failure.

The development of sustainable fisheries management plans presents a significant challenge for local fisheries associations across Papua New Guinea (PNG). 

This document, the Suau Island Sustainable Fisheries Catchment Management Master Plan 2025-2029, directly addresses this challenge by providing a comprehensive framework to support the establishment of Sustainable Fisheries Catchment Management Areas (SFCMAs) for Suau Island. 

The overarching objective is to achieve pre-certification or a pathway towards fisheries certification, ensuring compliance with key national legislation, including the PNG Fisheries Management Act of 1998, the PNG National Ocean Policy 2020-2030, the PNG Protected Areas Act of 2024, the Fisheries Management Regulation of 2000, and the PNG Environment Act of 2000.   

This plan serves as a guiding document for the establishment and management of SFCMAs around Suau Island until formal fisheries certification is achieved. A critical understanding of this purpose reveals that local capacity building, aimed at addressing the historical inability to develop such plans, is directly linked to compliance with national policy and the pursuit of international certification.

 This strategic alignment suggests that local initiatives are not isolated efforts but are designed to contribute to and benefit from broader national and international frameworks for sustainable development. Upon achieving certification, the plan outlines the immediate establishment of a Fisheries Cold Storage Facility, which will be powered by a dedicated Suau Island Solar Farm sub-project. 

This cold storage facility, comprising two re-configured twenty-foot containers with ice cube capabilities, underscores a broader, integrated rural development approach. The inclusion of infrastructure projects like the solar farm and cold storage within a fisheries management plan indicates that the FMP is a vehicle for comprehensive community development and economic upliftment, utilizing fisheries as a core driver for multi-sectoral growth.   

Fisheries Management Plans (FMPs) are recognized globally as explicit arrangements between management authorities and interested parties, clarifying roles, rights, responsibilities, objectives, harvesting strategies, rules, and compliance mechanisms. 

This Suau Island Sustainable Fisheries Catchment Master Plan 2025-2029 is designed to clearly delineate the roles and responsibilities of all stakeholders involved in the project's development and future implementation

This is a O'SIRI Consultancy-designed "Men as Allies Course Curriculum that cultivates empathy and action Against Gender Based Violence in Higher Education Institutions in Milne Bay Province.

The overall goal is to cultivate a generation of men and boys in Milne Bay HEIs who are knowledgeable, empathetic, and actively committed to preventing and addressing Gender-Based Violence (GBV), promoting gender equality, and fostering respectful relationships within their institutions and communities.

This is an excellent and critical initiative! Designing a curriculum focused on engaging men and boys in addressing GBV in Higher Education Institutions (HEIs) in Milne Bay Province for 2025-2027 is a strategic and impactful move.

In this episode, I begin to explain in comprehensive specific detail about the importance of Disability Disclosure, Disability Inclusion, Disability employment and the needs of those public servants that were working, are working, or will be working in the PNG National Public Service.

 This research paper critically examines the pervasive weaknesses in disability disclosure mechanisms and the alarming inability to mainstream disability disclosure principles and inclusive policies into the Gender Equity and Social Inclusion (GESI) Work Plans of Central Government Agencies, Divisional Plans, and Agency Plans in Papua New Guinea. 

This paper is based on the author's profound lived experience as a former public servant with a hearing disability within the PNG Department of National Planning and Monitoring (DNPM), this paper argues that a severe lack of concerted effort has been made to ensure that public infrastructure at all levels of government—Central Agencies, Line Agencies, and Provincial Governments—is built to accommodate the needs of officers who have experienced or are likely to experience a disability. 

Critically, Disability Employment Policies, Plans, Work Schedules, and Disability-inclusive infrastructure policies have been largely ignored across all governmental tiers. 

Fifty years post-independence, the Government of Papua New Guinea (GoPNG) urgently needs a fundamental re-orientation in how all organs of government perceive, interpret, and address the needs and aspirations of their officers with disabilities. 

To realize this transformative change, the GoPNG must immediately germinate, formulate, and distill a comprehensive National Disability Training Plan for all public servants across Papua New Guinea, fostering an inclusive, equitable, and rights-based public service.

The Milne Bay Provincial Puapua Canoe Building Training College and the Milne Bay Fisheries & Aquaculture Training College. Rooted in the province's unique maritime geography and rich cultural heritage, these colleges are designed to operate in tandem, fostering a synergistic approach to regional sustainable development, cultural preservation, and economic growth.

The Milne Bay Provincial Puapua Canoe Building Training College aims to safeguard and revitalize the Massim traditional canoe building heritage, ensuring the inter-generational transfer of intricate knowledge and skills. 

It will serve as a dynamic hub for cultural preservation, while simultaneously generating economic opportunities through artisanal craft production and cultural tourism. The college’s curriculum will blend traditional techniques with modern advancements, producing skilled artisans who can contribute to both cultural continuity and diversified livelihoods.

Concurrently, the Milne Bay Fisheries & Aquaculture Training College is proposed to leverage the province's abundant marine resources for enhanced food security and sustainable economic development. 

This institution will provide comprehensive training in modern capture fisheries, advanced aquaculture practices, efficient post-harvest operations, and essential fisheries business management. By addressing existing industry gaps and promoting sustainable practices, the college will significantly contribute to the region's "blue economy" and improve the livelihoods of coastal communities.

The integrated establishment of these colleges is strategically vital. The canoe college can support the fisheries sector by building traditional vessels for artisanal fishing and transport, while both institutions can collectively boost eco-tourism by offering unique cultural and marine experiences. 

This report details the rationale, proposed curricula, infrastructure requirements, and anticipated socio-economic impacts of each college, concluding with actionable recommendations for their successful implementation and long-term sustainability within the unique context of Milne Bay Province.

The Papua New Guinea (PNG) Whistleblowers Act 2020 represents a crucial legislative attempt to combat corruption and promote accountability by protecting individuals who report wrongdoing. 

While its enactment signifies a positive step towards aligning with international anti-corruption efforts, a comprehensive analysis reveals significant limitations that undermine its overall reliability and usefulness. 

The Act’s narrow scope, particularly its restriction to “employees” and limited protected disclosure channels, coupled with the absence of robust enforcement mechanisms, clear remedies, and explicit confidentiality provisions, creates a precarious environment for potential whistleblowers. 

Despite ongoing capacity-building initiatives by international partners like UNDP and UNODC, the practical challenges faced by whistleblowers, including the risk of retaliation and lack of effective recourse, suggest that the Act, in its current form, may not fully achieve its stated objectives. 

This report identifies key strengths, structural limitations, and practical challenges, offering concrete recommendations for legislative amendments and institutional strengthening to enhance the Act’s efficacy and foster a genuine culture of transparency and accountability in PNG.

The Suau Island Bluefin Tuna Fisheries Project, an initiative by JOKIMA Fisheries, designed to catalyze sustainable economic development and enhance food security in the Milne Bay Province of Papua New Guinea. Buttressed by the Suau Island Fisheries Aquaculture Plan 2025-2029 and the Suau Island 10 Year Rolling Development Plan 2030 (part of the broader SFVFA RDPs 2025-2055), this project addresses critical challenges such as limited market access for local produce and the absence of vital market infrastructure.

The project's primary objectives include establishing sustainable fishing catchment areas, developing a modern Fisheries Cold Storage Facility, and creating the innovative 'Puapua Floating Seafood Market' program. Secondary objectives focus on job creation through an expanded flotilla of vessels and the establishment of the Kuiyaro Puapua Canoe Building Training College on Samarai Island, aiming to revive traditional craftsmanship and improve sea transport.

Envisaged for a 20-30 year lifespan, this K17 million project is strategically aligned with the Milne Bay Provincial Government Plan on growing Small Medium Enterprises, PNG's Vision 2050, DSP 2010-2030, Medium Term Development Plan IV 2023-2027 (DIP 1.3: Fisheries and Marine Resources), and UN Sustainable Development Goals 7, 8, and 9. It promises significant benefits, including stable income for over 10,000 Suau Island inhabitants, improved livelihoods, rehabilitation of local infrastructure (e.g., Suau Island Primary School), and substantial business spin-offs for the Milne Bay Provincial Economy. The project also targets timely export of Bluefin and Yellowfin Tuna to international markets in the USA, Europe, Australia, Tahiti-Nui, Vanuatu, and Fiji, positioning Suau Island as a key player in regional seafood trade.

This high-impact, community-driven initiative, leveraging strong local networks and a clear sustainability plan, represents a brilliant model for integrated rural development, poised to transform the socio-economic landscape of Suau Island and contribute significantly to the Milne Bay Provincial economy until 2030 and beyond.
