Can a church live long without discipline? Calvin answers that doctrine is the life of the Church, but discipline is its sinews. Without private admonition, public correction, and, when necessary, exclusion from the society of believers, preaching grows lethargic and every man does what is right in his own eyes. Secret faults are to be treated by the steps of Matthew 18; open scandals are to be rebuked before all. Lighter delinquencies call for warning; flagrant crimes call for a sharper remedy. Excommunication has three ends: that the name of Christ may not be dishonored, that the good may not be corrupted by the leaven of the wicked, and that the sinner himself may be ashamed and restored. The judgment of the Church is not a human invention. When it judges by the word of God, what it binds on earth is ratified in heaven.

How did spiritual shepherds become earthly lords? Calvin traces the rise of papal civil power from slender beginnings: voluntary arbitration became ordinary jurisdiction; patrons became masters; princes, by a mistaken piety, helped abolish the ancient discipline of the Church. The Donation of Constantine is treated as a fable, and Gregory himself is cited as a witness that the Roman bishop once spoke as the emperor’s servant, not as his superior. Bernard is summoned against the claim of both swords: the keys were given for sins, not for lands; ministry was enjoined, dominion interdicted. The later demand of clerical immunity from civil courts is set against Ambrose and Gregory, who reserved questions of faith to the Church, yet submitted in other matters and refused to defend the Church by arms. Pious princes may support religion by law; they may not swallow the Church. Pastors may guard doctrine and discipline; they may not seize the sceptre.

What did genuine church discipline look like before it was turned into a worldly court? Calvin recovers the ancient use of spiritual jurisdiction: it was distinct from the sword, administered by a consistory rather than by one man, and armed only with the word of God. Excommunication was the Church’s last thunderbolt, used in necessity, not as a tool for collecting debts or managing civil lawsuits. When bishops first seized the common power of the Church and then handed it to officials, the result was a litigious forum that bore almost no resemblance to the procedure of Christ. Still more contrary to the gospel is the later claim that pastors may also wield the right of the sword. Christ refused to be a civil judge, and he forbade his servants to rule as the princes of the Gentiles rule. A man cannot be both a faithful bishop and a prince without deserting one office for the other.

What kind of power did Christ actually give the Church when he spoke of the keys? In these opening sections of a new chapter, Calvin distinguishes two uses of binding and loosing. In one, the keys belong to the preaching of the gospel itself: forgiveness and condemnation are announced by ministers, but the power remains in the word of God, not in the persons who speak it. In the other, the keys belong to discipline: the Church binds by excluding the unrepentant and looses by receiving the penitent, judging only according to the law of God. This spiritual jurisdiction is not the magistrate’s sword. Civil government may punish the body; the Church seeks a willing confession of repentance, so that the Lord’s Table may not be profaned. The two powers are distinct, yet they ought to help rather than hinder one another.

How may the Church employ external order without again binding the conscience or inventing new worship? In these closing sections Calvin draws the final distinction. Constitutions that serve decency and peace are lawful when they rest on the general rules of Scripture and remain subject to change for the edification of the Church. Bending the knee in prayer is both human and divine: human in its particular form, divine because it expresses the reverence God requires. Such observances are not perpetual obligations but temporary helps for human infirmity, to be kept with a free conscience and ready charity. They must remain few, useful, and free of superstition. The moment they are treated as necessary to salvation or as improvements upon the worship God has appointed, they cease to be lawful. Charity remains the best judge of what builds up and what harms.

Do the examples of Samuel or Manoah justify later inventions in worship? Calvin answers that neither introduced novelty of their own will, and that every human device added to the worship of God pollutes true holiness. Christ’s command to hear those who sit in Moses’ seat does not bind the conscience to the traditions of men; it only requires us to receive the pure law of God even when spoken by unworthy teachers. Legitimate church order is necessary for decency and peace, yet such ordinances must never be treated as necessary to salvation or as part of the worship of God itself. True decency leads the believer to Christ and fosters reverence; true order removes confusion and preserves discipline. Anything that produces only empty show or binds the conscience beyond Scripture remains under the condemnation already pronounced against the commandments of men.

Did the apostles in Acts 15 create a new law that later church leaders may freely imitate? Calvin answers that the decree concerning meat offered to idols, things strangled, and blood was no addition to the word of God, but a pastoral application of the eternal law of charity. The Gentiles were to retain their liberty; they were only warned not to use that liberty to the injury of weaker brethren. Human laws that bind the conscience in worship do far more than impose temporary inconvenience—they rob Christ of the sole kingship He claims over His own worship. God repeatedly condemns service offered according to the commandments of men. Voluntary worship devised by human wisdom, however humble it may appear, is in truth a refusal to let God alone be wise.

Can human traditions claim the authority of the Holy Spirit or the apostles simply because they are defended in the name of the Church? In these sections Calvin insists that the Church is forbidden to add to or take from the word of God in matters of worship and salutary precepts. The name of Church is falsely assumed wherever men break free from the limits of Scripture and invent new laws. The true praise of the Church is obedience, not the power to go beyond what her Lord has commanded. Claims that present ceremonies descend from the apostles are shown to be imposture; history itself reveals how simplicity under the apostles gradually gave way to curiosity, emulation, and a growing mass of rites. Even observances that may have ancient roots remain free, not binding, and may be set aside when they lead to abuse and obscure the gospel.

When ceremonies multiply without measure, what becomes of the simplicity Christ intended for his Church? In these sections Calvin shows how human constitutions have heaped rite upon rite until the people are buried under a mass of observances that obscure rather than reveal the Saviour. Augustine already lamented that the free Church of God had grown more burdened than the Jews under the law; the bondage of later ages is greater still. God trained Israel with many figures because they were under tutors, but he has given the new people a simpler worship in spirit and in truth. A few clear, easy, and significant ceremonies may help the weak; a multitude that stupefies and separates from doctrine only leads souls away from Christ. Works invented by men cannot procure righteousness, and traditions that claim necessity for salvation remain what they have always been—laws without authority from the word of God.
