The Texas Department of Public Safety’s Rangers are investigating a man’s death after an encounter with El Paso police on Interstate 10 near Yarbrough. Police said 30-year-old Xavier Gudadalup Hernandez died after he became unresponsive when a police officer and a witness intervened to subdue him.
