This law focuses on finding a scapegoat rather than admitting wrong doing. This is counter intuitive to what we are taught as children which is taking responsibility for our actions.  This law can be seen quite often in politics, work and military operations. Having a designated "fall guy" can save face for high ranking officials who might lose face if they admit a mistake. Kings had whipping boys who would accept the punishment on behalf of their king when they were young. Sin eaters used to consume food during funerals that absorbed the sins of the one who passed.
