Top executives of gun manufacturers defended their products in front of a House committee Wednesday, with the chairwoman accusing them of making money off the blood of Americans.

The House Oversight and Reform Committee questioned firearms manufacturers and multiple experts about the companies' role in an "epidemic" of gun violence.

Gun makers registered more than- $1 billion in sales of assault-style weapons to civilians over the past 10 years as gun deaths and mass shootings soared, the hearing revealed.

Daniel Defense, which made the rifle used in the Uvalde, Texas, elementary school shooting in May, raked in more than $120 million in sales of AR-15-style rifles in 2021, up from $40 million in 2019.

Smith & Wesson, which sells the high-powered weapons used in the Fourth of July massacre in Highland Park, Ill., made $253 million over the same period, compared to $108 million the year before.

Mr. Manchin and Mr. Schumer are working to rally their party around their compromise, put forth in a surprise announcement on Wednesday. It would set aside $369 billion for climate and energy programs, as well as raise taxes on corporations and high earners, while lowering the cost of prescription drugs, extending health subsidies and reducing the deficit.

The abrupt announcement of a deal suggested a potential reversal of fortune for Mr. Biden and the Democrats, who had resigned themselves to the demise of the climate, energy and tax package. They had been preparing to push forward with a scaled-back pairing of the prescription drug pricing measure with an extension of expanded health care subsidies.

“This thing could very well, could not have happened at all,” Mr. Manchin declared on Thursday morning in an interview with Hoppy Kercheval, a West Virginia radio host. “It could have absolutely gone sideways, so I had to see if we can make this work.”

The mayor of San Francisco announced a legal state of emergency Thursday over the growing number of monkeypox cases, allowing officials to cut through red tape and fight a public health crisis reminiscent of the AIDS epidemic that began devastating the city in the 1980s.

The declaration, which takes effect Monday, was welcomed by gay advocates who have grown increasingly frustrated by what they called San Francisco's lackluster response to a virus that so far has affected primarily men who have sex with men, although anyone can get infected.

"San Francisco was at the forefront of the public health responses to HIV and COVID-19, and we will be at the forefront when it comes to monkeypox," said state Sen. Scott Wiener, a Democrat who represents the city. "We can't and won't leave the LGBTQ community out to dry."

A 12-year-old gave passionate testimony on Wednesday at the West Virginia legislature, opposing a new abortion ban that would outlaw the procedure in all but the most extreme cases.

“I play for varsity volleyball and I run track. My education is very important to me, and I plan on doing great things in life,” Addison Gardner of Buffalo Middle School told lawmakers during a special session. “If a man decides that I’m an object, and does unspeakable, tragic things to me, am I, a child, supposed to carry and birth another child?”

“Am I to put my body through the physical trauma of pregnancy? Am I to suffer the mental implications, a child who had no say in what was being done with my body?” she added. “Some here say they are pro-life. What about my life? Does my life not matter to you?”
