Stop criminalizing and or moving people into the justice system for offense 1-3 - start with financial penalties and other “revenue insurance racquets” once a person has clearly shown a multi offense disregard for the law at least. At 10+ farm jail 
Discuss state backlog on rape kits + dui blood tests that cause a guilty to be proven innocent system for petty mistakes that we all do - ie civic lottery penalty.
Run a more efficient city so we can discontinue this type of draconian practice while also putting bad actors in jail and putting an end to outdoor camping. //
