Oakland has been a center for musical talent and innovation for decades. And Oakland was the first district to actually provide free instruments to all the students in its public school music classes back in the 1950s. Proposition 13 took its toll but Oakland schools continued with amazing bands, orchestras and choirs. And now, because of newish California legislation it is possible to make a strategic improvement and provide music education to all.
