Since taking office, President Trump has relied on a federal emergency powers law as a form of political leverage to use high tariffs or the threat of them against other countries and force them into trade concessions.
But the US Court of International Trade dealt a blow to Trump's strategy. The bipartisan panel of judges, including one Trump appointee, ruled the law did not grant the president unbounded authority to impose tariffs on nearly every country as Trump had sought.
Oregon Attorney General Dan Rayfield led the lawsuit from 12 states.
