It's a six mile stretch of industrial development on the west side of a major American city where the risks include wildfire, landslides, unhealthy air, and most of all, earthquakes.

The problem with the Critical Energy Infrastructure, or CEI Hub, is its location in northwest Portland, along the west shore of the Willamette River, on unstable soil that would liquefy when the Big One hits. More than 90 % of Oregon's liquid fuel is stored there, including the gas and diesel supply for the Portland Metro, jet fuel for Portland International Airport, and other hazardous materials.
