Stephen shares the story of Jennifer Kaplan - She is the mother of a young girl. She is divorced from the father of her child. The child was allegedly sexually abused by her father. He has been charged and is waiting for his day in court. Except - there is no one available to hear the case. In Canada, if you go too long between being charged and having your case heard - the charges are thrown out. In this case we may be allowing a monster to walk free.
