Is the United States, by virtue of its massive -- and, presumably, continuing  military aid to Ukraine -- at war with Russia, too?

︎With the Biden administration's secretary of defense,  Ret. Gen. Lloyd Austin, and Secretary of State Antony J. Blinken visiting Ukraine President Volodymir Zelenskyy over  the weekend, does it signal that the U.S. has chosen "sides" position on the Russia-Ukraine war? When was that vote taken?

︎Why hasn't Congress yet held an open debate and vote on U.S policy on the war -- inasmuch as billions of dollars are already being allocated and spent on the Russia-Ukraine war?
