Two homeless men were turned away from an evacuation shelter in Tokyo during the 19th typhoon of the season, typhoon Hagibis. The homeless are routinely poorly treated whether there is a natural disaster occurring or not. We're going to discuss how to deal with the homeless, especially during natural disasters.
