Luigi suggests that it would be a good idea to have a block pary so that the neighbors can get to know each other but Pasquale the “head of the block” or as Luige puts it the “block head” won’t donate the food unless Luigi marries his daughter Rosa. Oh no, it looks like there isn’t going to be a party!
