Luigi is just writing his letter to his mother in Italy when there is a commotion outside his apartment when someone is knocked down on the busy corner. Then a debate ensues as to why they can’t have traffic lights on this busy corner. Luigi decides he’s going to ask Miss Spalding if she has any ideas how the neigborhood can get a much needed traffic light. . .
