  • A Conversation about the PAPF
A Conversation about the PAPF Season 7 Episode 2

SHOW NOTES: The Previous Athletic Participation Form (PAPF) is an important part of the UIL eligibility process for Texas student-athletes transferring between schools. Dr. Jamie Harrison, Ray Zapeta, and Joel Nolte break down what the PAPF is, how it fits into the eligibility process, and why honesty and transparency are critical when completing the form. The conversation also explores recent changes to the PAPF, hearing procedures, timing concerns, and what first-year coaches need to know before the school year begins.

TOPICS COVERED • Understanding UIL eligibility: UIL eligibility involves two separate considerations — parent residency and whether a student changed schools for athletic reasons. • What the PAPF does: The PAPF is a tool that helps facilitate the eligibility process; it does not make the final eligibility decision. • Honesty and transparency: Coaches should answer the form based on what they know at the time rather than attempting to influence or engineer an eligibility outcome. • Community-based athletics: The panel explains why Texas high school athletics is built around community and education-based competition and how UIL rules help protect that model. • Who makes the decision: The District Executive Committee (DEC) is responsible for determining varsity eligibility. • When a hearing is required: A "yes" answer to question six from the sending school triggers a hearing, but does not automatically make a student ineligible. • Changes to the PAPF: The form has evolved to provide more transparency and additional information from multiple schools to help the DEC make informed decisions. • 2026-27 updates: New changes include text boxes for additional details and a chronology of enrollment beginning in eighth grade. • PAPF approval rates: More than 99% of PAPFs are approved, while the small percentage of denials tend to receive the most attention. • Advice for first-year coaches: Coaches are encouraged to review the UIL-TEA side-by-side manual, their sport-specific UIL manual, and the eligibility and residency sections of the UIL Constitution. • When in doubt, ask: The panel encourages new coaches to lean on experienced campus and district administrators and contact UIL staff early when questions arise. • Know the rules: Coaches should avoid relying on AI summaries, hearsay, or unofficial "UIL lore" and instead go directly to the official rules and resources.

KEY QUOTES • "The PAPF is a tool to facilitate the eligibility process, not a decision in itself." — Ray Zapeta • "Answer the form based on what you know at the time." — Joel Nolte • "The district executive committee is the body that actually determines eligibility at the varsity level." — Panel discussion

    Host: Chris Doelle

GUEST INFO • Dr. Jamie Harrison: UIL eligibility and athletics administrator involved in the discussion of Texas UIL eligibility procedures and student transfers. • Ray Zapeta: UIL Athletic Director and former Texas football coach with extensive experience in Texas public school athletics. • Joel Nolte: Texas athletics administrator who provides insight into the PAPF and the eligibility process.

  • Beyond the Review... Why ARC Reading Feels Like Treasure

Last week's episode covered the practical side of ARCs. This week, we flip the script and explore the unexpected joy of becoming an ARC reader yourself.

From social-media ARC communities to discovering talented indie authors you might never have found otherwise, early reading can feel a little like treasure hunting. Not every book will be a gem—but every once in a while, you open one and think, Where has this been hiding?

We'll talk about why readers join ARC communities, the surprising books I've discovered along the way, and why honest early readers play such an important role in helping great indie books find their audience.

Sometimes the best part of the ARC process isn't the review you receive—it's the treasure you discover..

Talking Points • The unexpected pleasure of reading ARCs from the reader's perspective • Why ARC reading can feel like treasure hunting • How ARC communities bring authors and readers together • Why readers choose to participate in ARC programs • The benefits and risks of discovering independently published books • Standout indie books discovered through ARC reading • The differences between traditional and independent publishing • The creative freedom and direct reader relationships available to indie authors • Why early reviews can make a meaningful difference for independent authors • Building long-term relationships between authors and ARC readers • The importance of honest and trustworthy ARC reviews • How ARC readers can help outstanding indie books find their audience • Looking beyond assumptions about the quality of independently published books • The unexpected friendships and connections that can develop through ARC reading • A preview of next week's discussion about different approaches to writing a book

  • ARC Readers Demystified

    SHOW NOTES:

What exactly is an ARC, and do you actually need one?

In this episode, Inger E. Johnson breaks down Advanced Reader Copies from the ground up — no hype, no pressure, just clear, practical information from someone who recently ran her first ARC campaign for her debut novel Veiled Halos.

You'll learn what ARCs are (and what they aren't), the difference between digital and physical copies, how to choose a delivery platform, when to send your ARCs, who to target, how to track and follow up with your team, and the ethical rules every author should follow.

Inger also shares the myths that need to die, where to find ARC readers when you're starting from scratch, and the biggest lesson she learned: these aren't numbers, they're readers. This episode also wraps up the "Demystifying" miniseries — next week, the show shifts focus to the writing process itself.

    • Coach Jeff Rayburn reflects on last season's run to the state championship game.

    • The consistency and culture that have helped build the Frisco Lone Star football program.
