Desmond discusses setting up a citizens group to assist the governor on issues of a commutation and who should be awarded a fair opportunity of a second chance because just like citizens help with process of convictions they should also be apart of the rehabilitation of getting a second chance out in society.

Over 150 ex prisoners and their loved ones visited the legislative hall in downtown Dover Delaware in regard to criminal justice and prison reform this showed legislation they too are regular people. Some are fathers, sons, brothers, community organizers and so forth.
