A new report highlights several critical failures in the case of a former Bethany elementary substitute teacher and parks and rec worker who allegedly sexually assaulted multiple young girls.  An independent firm hired to investigate these cases, and it really dives into the problems with people in power and potentially undermining the voices of residents. We spoke with law enforcement expert and Bethany resident, Gary MacNamara, about this.
