MI Film Industry Association applauds introduction of Multimedia Jobs Act

Bipartisan, bicameral legislation retains talent, boosts economy

LANSING, MI – The Michigan Film Industry Association (MiFIA) called this week’s introduction of legislation creating the Multimedia Jobs Act a win for Michigan’s economy and a step forward in keeping industry talent and jobs in the state.

The two-bill package was introduced in the House by Reps. John Roth (R-Interlochen) and Jason Hoskins (D-Southfield) as HBs 4907-4908 and Sens. Dayna Polehanki (D-Livonia) and Jeremy Moss (D-Southfield) in the state Senate as SBs 438-439.

The legislation creates a two-tiered tax credit that provides incentives for Michigan-produced commercials, commercial photography, corporate videos as well as film, television, and streaming productions. The action comes at a time when over 40 states and territories support film programs and, in turn, receive the jobs, economic boost, and related upstream, downstream and peripheral benefits from a multi-billion-dollar industry. This legislation will attract and support high-paying creative and technology sector jobs that are the driving force of media content.

“This is about Michigan jobs,” said David Haddad, MiFIA chair. “As we look to boost our state’s economy and keep our talent here, we know that attracting the robust film industry is a smart investment in our state’s economy and its workers.”

Under the Multimedia Jobs Act, preference is given to state-based companies that hire Michigan residents. Other specifics of the legislation include:

· Transferrable tax credit. Not a rebate. Tax credits stay in Michigan and benefit Michigan companies.

· A base tax credit starting at 25% for in-state spending with an additional 5% awarded for the inclusion of “filmed in Michigan,” “Pure Michigan,” “Michigan Film & Digital Media Office” and “MIFIA” logo;

· A commitment from production companies to spend at least $50,000 for commercial photography, advertising commercial or project under 20 minutes or at least $300,000 for productions over 20 minutes;

· A 30% tax credit for hiring Michigan residents and 20% for non-residents;

· A requirement that qualified Michigan vendors provide proof of brick-and-mortar presence, have inventory, and have full-time employees on staff. Pass-through companies and transactions will not qualify; and

· Accountability requirements for independent verification of approved expenditures.

The Izzo Legacy is proud to announce the establishment of its endowment fund at the Capital Region Community Foundation.

In 2019, Lupe and Raquel Izzo created the Izzo 5K Run/Walk/Roll event to unify the community and to establish a sustainable annual event that would give back to the Greater Lansing and Michigan State communities. The Izzo 5K Run/Walk/Roll has become the largest 5K event in mid-Michigan, with almost 5,000 participants in 2023!

In 2020, the Izzo Legacy non-profit corporation was established to ensure that the Izzo family’s commitment to charitable giving would grow and continue throughout the greater Lansing community.

Tim, did you achieve all your goals?

Briefly remind us about Michigan Legislative Consultants, and then what non-profit you are supporting with this effort?

How has the response been to this topic, as you've stopped at various spots across Michigan?

We last caught up with you about the midpoint of your journey while you were in the Upper Peninsula. Did the Canadian smoke impact your ability to cycle the targeted distances each day? How did the rest of the trip go?

WHAT: Ward, a passionate cyclist, is embarking on a 22-day journey to raise awareness about Chance for Life. The organization is a progressive transformational program that offers behavior and life skills training to incarcerated individuals about to return to society. Tom Adams, president of Chance for Life, was recently named by The Detroit News as a “Michiganian of the Year."

WHERE: During the Trace Michigan tour, Ward will ride his bicycle around the entire Lower and Upper peninsulas. He will make stops along the 2,400-mile journey to share messages about Chance for Life until the journey completes on August 3.

WHY: Chance for Life has developed a bold and successful approach that changes the community and creates a better future one life at a time. The recidivism rate for Chance For Life’s core members is just 6 percent. Since Chance for Life pledges to “go the extra mile” for the people they serve, Ward is going to do the same. That’s why he has mapped out a unique plan to help spread the word about the nonprofit group.

Lansing BWL Announces Plans for 650MW of Clean Energy

Projects reinforce BWL’s commitment to carbon neutrality by 2040

The Lansing Board of Water & Light (BWL) announced its plan to build over 650 megawatts (MW) of clean energy projects to support its clean energy goals and meet future regional load growth. These clean energy projects will be complemented by a new 110MW Reciprocating Internal Combustion Engines (RICE) gas plant on the site of Delta Energy Park for flexible capacity to be completed by 2026, and a possible additional gas plant at a location to be determined later dependent on future load requirements and regional energy regulations. All of these projects and costs are still under negotiations with the proposed developers and are subject to change pending contract agreements.

The clean energy projects are expected to be complete between 2025-2027, and include:

160MW of battery storage

65MW of local solar

195MW of additional solar outside of the Lansing region

238MW of wind outside of the Lansing region

Continued growth of energy waste reduction, as well as expansion into demand response programs for customers

The portfolio will bring a capital investment of approximately $750 million and is expected to be finished in the next 10 years. The projects are the result of BWL’s All Source Request for Proposals (RFP), which received 96 offers totaling 8,330MW.

“Once implemented, this will bring BWL’s total generational portfolio to around 58 percent renewable and reduce our carbon footprint by 75 percent compared to 2005,” said BWL General Manager Dick Peffley. “This continues to position BWL as a leader in the State of Michigan as a clean energy provider, and puts us on the path to carbon neutrality by 2040.”

As part of Governor Gretchen Whitmer’s “MI Healthy Climate Plan,” which calls for 1,000MW of energy storage by 2025, this portfolio would supply 16 percent of the state’s energy storage goal even though the BWL only supplies 6 percent of the state’s total energy.

BWL received $12 million from the Michigan Public Service Commission to support building 10MW of solar and 40MW of 4-hour battery storage on the Delta Energy Park site.

“This is the largest planned growth in BWL’s nearly 140 year history and ensures we’re able to provide our customers with reliable and affordable energy for decades to come,” said Peffley.

The BWL has approximately 100,000 electric customers, 58,000 water customers, 155 steam customers and 19 chilled water customers. For more information about the BWL’s current energy portfolio, visit www.lbwl.com
