  • Australia's AAA rating not at risk right now, but deepening debt a problem, says S&P | The Business
One of the S&P analysts behind the note warning about the risks posed by election spending promises, Anthony Walker, spoke to The Business to discuss his note warning that Australia's triple-A credit rating could come under pressure if the government and opposition didn't take action.
"The triple-A is not at risk, it's on stable outlook. We don't expect to change it. What we were highlighting, though, was the missing part of the conversation at the moment.
"We're seeing election spending going on. We're seeing revenue headwinds when it comes to global trading conditions, as well as global growth. But where's the money going to come from to spend on these election commitments?
"Particularly going forward, when you've got rising health, education, pension, NDIS and defence spending, there's a lot of pressure there, and we've got new spending on top of that, including off-the-budget spending.
"So the question we were raising is, where's the money coming from? Is anyone going to tell us? Is it coming from savings new taxes, or are they going to debt fund it by higher deficits going forward?"
Mr Walker said he expects deficits going forward of around 2-2.5% of GDP, but weaker economic conditions and election spending commitments could blow that out.
He warns that if the deficit ends up doubling to 4-5% of GDP over the next decade then the triple-A rating "could come under pressure".
Mr Walker also discusses why Australia's credit rating is important, saying the rating is crucial for funding conditions and cost of capital, in other words, interest rates.
"If the sovereign was to be lowered to double A plus, that would likely lead to a higher interest costs for the government. Why that's important for everyone else is... if the government's cost rises, everyone's costs will rise, and that will be passed on to households as well."

  • Australia's plan to challenge China's dominance in critical minerals and rare earths | The Business
China dominates the entire rare earths ecosystem. Around 90 per cent of all rare earths are refined in China. But when it comes to heavy rare earths — which now are required for ultra-high technology uses — it has a complete monopoly.
Companies or countries that produce rare earths ship their raw material to China for processing, leaving Beijing with almost complete control over marketing and pricing.
While almost any mineral element can be regarded as a "critical mineral", the term is usually reserved for elements crucial for battery development or renewable energy sources.
Chief business correspondant, Ian Verrender explains to The Business host, Kirsten Aiken, that to maintain its monopoly, Beijing has never been afraid of using its market power.
He says it has alternatively flooded markets with material to make it uneconomic for others to establish rival industries, or denied access to refined product to others as punishment.
Such overwhelming supply domination, and the pricing power that comes with it, has raised questions over whether governments should continue to allow market forces to determine the supply of materials vital for national security and development in an increasingly divided world.
Hence, the Albanese government's initiative to help fund a critical minerals stockpile, to create a local industry and to expand negotiating leverage with an increasingly capricious US government on trade negotiations.

  • As more builders go bust, consumers face insurance payout delays | The Business | ABC NEWS
Building contracts contain compulsory insurance designed to cover a builder's client in the event the builder goes bust. The consumer can then, in theory, claim the cost of incomplete or defective work. But often the consumer does not even know the insurance exists, nor do they read the lengthy policy documents detailing the limitations of that insurance. The policy is there as a last resort. And it goes by different names in each state and territory, including builder's warranty insurance, domestic building insurance and home warranty insurance. When consumers try to claim the cost of repairs via their policy, many realise only then that there are restrictions. Those include different liability caps placed on insurers in each state and territory. When there are delays in insurers paying out claims to consumers, the impact can be disastrous, leaving people hundreds of thousands of dollars out-of-pocket. Consumers also feel they are at a disadvantage during disputes with insurance companies, having to hire lawyers to fight the insurer and take the matter to court. Some lawyers and consumer advocates say builders warranty insurance is complex and doesn't offer adequate protection for consumers. There are calls for national minimum standards, including limits on how long it should take to settle insurance claims.
