The NT government has announced it will re-introduce spit hoods to youth detention, as part of urgent reforms to the Youth Justice Act being introduced to Parliament tomorrow.
Among other changes - removing detention as a last resort and strengthening powers for Youth Justice Officers to use 'reasonable force'.
