"I am a military investigator with the [branch redacted] and we had a [service member] tested positive on his second urine test. He already tested positive on a first urine test, but before testing he checked himself into a rehab program. We are limited as to the disciplinary action we can take against this [service member].
How do I phrase the History/you question since I am not allowed to inform him of his failure to pass status on his second test?"
