Noël holds a B.A. in Law and Society from the University of California, Santa Barbara, a J.D. from Elisabeth Haub School of Law at Pace University, and an LL.M. from the University of Washington, School of Law. She is licensed to practice law in California and Washington State. She holds the Fellow of Information Privacy (FIP) recognition from the IAPP as well as the following CIPP certifications: CIPP/US, CIPP/E, CIPP/A, and CIPM.
