Ch.2: There has long been a notion that when it comes to low income parents the only way to provide assistance was in the form of goods or heavily guarded funds. That if you were to give them money with no strings attached they would just waste it on unimportant things. New research has shown that those parents are actually more likely to spend it on their kids.
