By letting us know how certain vows can be understood, specifically or generally, distinct or related to something else, the Talmud reminds us that we should have intent behind our words. Not only do the words we speak carry weight in that they can change our status- whatever that may be- in an instant, but they also must be carefully thought out in order to create the desired result.
