As a Leader, it is always your responsibility.  

Even if you didn't cause the problem, you have to take ownership of getting it solved.

If you truly want to be a leader, and set the direction for others to follow, you need to be willing to shoulder more than your share of the weight, and set the example for others to follow - stepping up to the plate to get stuff done, and make progress towards the bigger goal.
