Sin has had a pervasive effect upon humanity. In this passage, the Apostle Paul summarizes what he has been writing in the first 3 chapters of Romans, namely that all people are under sin and in need of God's intervention for salvation.

Outward shows of religion and adherence to rules, codes, and rites cannot save us before God. God is after something much greater: the inner transformation of the heart.

In Romans 2:1-11, Paul shows that the "moralist" who judges others stands under the same condemnation as the rest of humanity apart from the gospel.
