Legislation will be introduced into State Parliament this week to allow a primary school to be built in East Perth.
The project was announced early last year, but has been stalled due to pushback from the City of Perth.
The state government is moving forward with the build by repealing an act which will unlock the parcel of land adjacent to queens gardens.
Education Minister Tony Buti says the $4.2 million the City of Perth will be receiving is fair compensation, but Lord Mayor Basil Zempilas says it's an abuse of power with the Government refusing to negotiate.
