We will continue our discussion of the U.S. Justice Department's announcement of a federal monitor to watch over the Newark New Jersey Police Department.

The Justice Department's review found several serious problems that were reasonably believed to be a pattern and practice of the department. Among the problems uncovered were violations of citizens Constitutional Rights, thefts by police officers, and excessive force. Additionally the Justice Department report stated, concerns that the NPD's current suicide prevention, policies, practices, and training create an unacceptable suicide risk to future Green Street detainees if not corrected.

 

Why did so many high salaried members of upper management fail to detect serious misconduct that was a pattern and practice of the department. Who has been held accountable for the wide spread misconduct? Will effective changes be made to make certain these problems are not repeated?
