Teachers union Naptosa says making vaccinations compulsory might build more resistance.
Over 80 percent of staff in the education sector has been vaccinated so far.
"We believe that compulsory vaccinations may not be the right thing at this particular time, we believe it may come but the power of convincing people is far better and I am not only talking about teachers, but I am also talking about generally," said Basil Manuel.
"In education specifically, that is only one side of the argument in vaccinating teachers. We know and Naptosa is unapologetically pro-vaccination, we are saying we must get this done but we believe you breed more resistance by suggesting that it must be compulsory."
