New Jersey's A5052, signed into law in January 2026, fundamentally reshapes how behavioral health services for children are covered. The law mandates that state-regulated insurers and Medicaid cover screening, prevention, and treatment, not just after a crisis, but before one develops. 

Using "at-risk" billing codes, including Social Determinants of Health Z-codes, providers can now act on family circumstances or life challenges without waiting for a formal DSM diagnosis. Copays and deductibles for adolescent depression screenings are eliminated. 

Schools must update SEHBP contracts to comply. Advocates see this as a pivotal shift from reactive crisis care to proactive, equity-focused prevention, with long-term benefits for children's mental and physical health across all income levels.
