That is, by faith Moses gazed upon Christ to save him just as Peter did on the water. Then the writer in 10:28 connects the Passover ritual to Jesus Christ by saying that it was by Moses' faith he was obedient as he "kept" the Passover. That is, just as Moses saw the future reproach of Christ, he also foresaw the redemption that Christ's reproach would bring. That is, the redemption both he and all the future people of God would enjoy.
