Since 1852 only 32 people have been honored to lay-in-state or with honor in the Capitol Rotunda. Only four have been civilians. In 1998 two Capitol police officers laid down their lives in the defense of the Capitol and were so honored by Congress. In 2005, Civil Rights activist and icon Rosa Parks was also so honored.
