In the latest edition of the Traffic Stop Race Data Collection, an annual report from the Ottawa Police Service, an interesting pattern has begun to emerge. Over the past 10 years, it finds that Black and Middle Eastern drivers were most likely to be pulled over, but were also most likely to be released without charges. Does this point to racial bias? We dig deeper with Greg Brown, who works at the Department of Sociology and Anthropology at Carleton University.
