This week, the Fayetteville City Council voted unanimously to approve an ordinance that allows the city prosecutor to add a hate crime component to certain misdemeanor offenses. City Council Member Teresa Turk sponsored the measure after spray painted hate speech was used to deface a City Council candidate's campaign sign and a mural on Martin Luther King Junior Boulevard. Arkansas is currently one of three state's without a state hate crime law.

UPDATE: The event has been postponed until Nov. 8 on account of inclement weather. According to officials with The Momentary, the rain hasn't held out enough to have the Momentary grounds ready for Sunday's event. Multiple works by visual and sound artist Craig Colorusso will be exhibited in Bentonville. Sunday Reset: Meditations in Sound and Light is set to take place from 7:30 a.m. to 7 p.m. Nov. 8 at The Momentary. Mask and social distancing will be required for the event.

Kevin Blagg, who performs as Cellophane Garden , will be part of a Saturday night outdoor concert on Mount Sequoyah. It will be his first concert in months. The show, presented by Trillium Salon Series , also includes Untight. Music is scheduled to begin at 7 p.m. with a suggested donation of $10. Masks and social distancing will be required for check-in and the purchase of concessions.

Halloween may not be until next weekend, but as Becca Martin-Brown, the features editor at the Northwest Arkansas Democrat-Gazette , tells us there are plenty of Halloween-themed events taking place right now.

The Byrd Welding Center is the first new building to constructed on Northwest Technical Institute's Springdale campus in 20 years. The facility will help double the number of welding graduates to about 80 a year.

A recently published book, The War at Home: Perspectives on the Arkansas Experience during World War I , explores how some conditions from a century ago, like a pandemic and racial tension, are similar to 2020. Mark Christ edited the book published by the University of Arkansas Press.

At yesterday's weekly coronavirus response briefing, which was conducted virtually, Governor Asa Hutchinson announced he will be limiting his meetings after possible exposure to COVID-19. Though business at the capitol is being conducted with social distancing and mask-wearing when appropriate, Hutchinson said he was in a session late last week with an individual who later tested positive for the virus. The governor has since tested negative. As the state reported another 628 confirmed COVID-19

If Issue 3 is approved, amendments to the Arkansas Constitution would change the process for the submission, challenge and approval of proposed citizen-initiated acts, constitutional amendments and referenda. Proponents say it should be more difficult to change the state's Constitution. Opponents say Issue 3 is trying to trick people into disenfranchising themselves.
