A WBZ-TV I-Team investigation has uncovered widespread, blatant abuse of handicap placards by people just looking for free city parking. But one proposal to fix the problem is causing concern for going after the wrong people. Boston City Councilor Michael Flaherty has suggested that those with handicap placards should only be allowed two hours of free parking in metered spaces to help prevent people from using the spaces for an entire work day.
