In the coming weeks, state lawmakers will be debating the next state budget, and despite COVID-19, North Carolina will have an extra $5 billion to play with. Will they spend, save or return it to the taxpayers?

Saine, lead budget writer in the House, also tells some hilarious stories from behind the scenes about past budget negotiations.
