Ukraine President publicly released his “Ukraine Victory Plan” on October 16th to the Ukraine parliament.  The plan has five parts and three secret protocols, which were admitted but not released, and confirmed the concern of White House officials that it did not provide a pathway to peace or how its points could be implemented.  It did, however, provide a vision of a post war Ukraine that is acceptable to the Ukraine government.
