The Individuals with Disabilities Education Act would be administered by the Department of Health and Human Services, and federal enforcement of civil rights in schools would be significantly curtailed.

The initiative also seeks to expand presidential powers, advocating for direct White House control over agencies like the Department of Justice and the FBI. This is based on a controversial interpretation of the unitary executive theory, which aims to centralize authority in the presidency. The plan recommends dismissing all State Department leadership before January 20, 2025, and replacing them with ideologically vetted appointees.

Experts warn that these changes could have profound implications for American governance. The American Civil Liberties Union notes that Project 2025 could erode checks and balances, while the Center for Progressive Reform tracks the potential consequences for workers and the public. The project’s proposals have already begun to influence executive actions, with recent orders targeting diversity, equity, and inclusion offices, freezing federal hiring, and reinstating the Schedule F classification.
