Calgary councillors are considering creating a shoplifting bylaw for low-value thefts. Councillors think it might be possible to ease pressure on courts and police if there’s discretion to use a bylaw to deal with shoplifters instead of criminal charges. The scheme proposes tickets and other diversions for cases where the value of items shoplifted is $100 or less. Jim Edgett is Calgary criminal defence lawyer.
