In 2007, the government issued a notification stating that structures already in existence and recorded in Form I & XIV and the 1972 survey plan would be treated as settled land, thereby exempting them from the requirement of obtaining a fresh Conversion Sanad. Recently, the Goa Government issued three additional circulars offering a formal mechanism to recognize such structures.
