Minister Jaro, the power behind The Circle, reveals his nefarious plans in this episode and everything is coming together for him. He's got his scary ally in the Sydney Opera House-sporting Evil Vedek Winn and he's got a stockpile of weapons. Odo is searching for the source of the weapons, everyone is sad Kira is leaving and Kira is searching for the meaning of her naked migraine vision.
