Throughout history there have been people who outright refuse God. These rebellious, ignore their Creator, and will be judged. Conversely there are the religious -- the moralists -- who live apparently good on the outside, while hosting myriad evils on the inside, and likewise will be judged. In Romans 1-3, Paul speaks to both the rebels and the religious, explaining why their only hope is to be redeemed.
