4 surfer buddies decide to start robbing banks as a way to finance their endless summer. Sure enough, the FBI gets involved in tracking them down and sends some dude named Johnny Utah in to infiltrate their gang in order to catch them in the act. Utah gets a little too close to the surfing guru leader of the bank robbers and has to decide whether to arrest him or become him.

Some secret ooze leaks into a sewer and turns a couple of turtles and a rat into some kind of humanoid hybrid creatures. Two rivals who really hate each other decide to swap identities in some kind of plastic surgery gone wrong in order to run around yelling and touching people’s faces. After an hour of doing this and getting into shootouts with each other, they decide to take a boating trip together much to the chagrin of the harbor patrol. In the end, one of them shoots a harpoon at the other one killing him while yelling DIEEEEEEEEEEE and swapping faces back again.
