This past week, the town of Evanston, Illinois, a suburb of Chicago, approved the first spending for its reparations program in a vote of 8-1 by local aldermen. This first of its kind $10 million reparations program was first approved back in 2019 and is funded by the state’s marijuana sales tax revenue along with donations. To qualify for reparations an applicant must have “origins in any of the Black racial and ethnic groups of Africa”, be a Black resident of Evanston between 1919-1969 or that person’s direct descendent or have experienced housing discrimination due to the city’s policies after 1969.
