In an emergency, when time is of the essence, compassionate people jump in to save those that they can, but at the same time call for help so that as many as possible can be rescued.  In Matthew 9 Jesus sees the multitudes harassed and helpless, in need of compassion and grace.  He recognizes the time is short as are the resources.
