Many often confuse Paul's History lesson in Romans chapter 1 with today's current events. This conclusion is drawn when some try to make the passage "fit" the overall fallen condition of mankind. However, when we understand that verses 18-32 describe a specific group of people (Israel) and not the entire world, we will better understand the "But Now" time period in which we live.

Why is Paul spending so much time talking about fallen Israel to this group of Romans?

Because of the mixed (jew and gentile) audience.

Some needed to be reminded of where they came from, while others needed to hear it for the first time. Paul is working up to something, and it's unfolding quite beautifully.
