Steve Leeper came to Cincinnati in 2003 to lead 3CDC, a development agency then focused on Over-the-Rhine’s troubles. A walk through that neighborhood shows success there and now the agency has turned its sights on downtown. 
In a rare, wide-ranging, candid interview, Leeper joins That’s So Cincinnati to discuss:
