The Hays County Jail's overpopulation crisis has left county officials to outsource prisoners to neighboring counties, costing millions of dollars a year. And even with the multimillion dollar bond renovation project set to be complete in 2020, the jail is still projected to be overpopulated.
The system, according to activists and local politicians, needs to be reformed. But how do you reform the criminal justice system that will benefit those who have not yet been convicted of a crime?
