4th Tier Of the Second Chance Mans Approach. Building Second Chance Communities. Becoming that lifeline of support in prison, upon release, and post release. 

Creating places of support to go to continue the journey of Support/Accountability. To help and sustain the new pro social behavior.

Inmates that released in Australia have little or no support. Its why we have such a high recidivism here. Or reentry back into prison. Not only this the stigmatization from the community doesn't help the healing process.

Second Chance communities will reinforce pro social behavior, creating a place to go and temporary live while reintegration occurs. Continuation of the 3 tiers. Employment skills, further education in both trade and university.

This is not a reinvention of the wheel. However an addition.
